Terms of Use
Welcome to STRTALK.
These Terms of Use ("Terms") govern your access to and use of the STRTALK mobile and desktop application, website, and associated services (collectively, the "Service"). The Service integrates two distinct functionalities operated by two separate legal entities:
1. Communication Services are provided by SOURCELESS INC., a company incorporated and registered in Delaware USA, with headquarters in State of Delaware, 16192 Coastal Highway, Lewes, Delaware 19958, County of Sussex (“Sourceless”).
2. Financial Services Integration (technical interface only) are provided by Ccoin Finance Corporate Structure CO., LTD, a separate entity incorporated under the laws of Lao PDR, with its registered office at Phon Kham Village, Sikottabong District, Vientiane, that offers technical services enabling users to access account-related functionalities from third-party financial service providers (“CCOIN”).
Together, these entities enable users to access secure communication features and view account information within a single integrated platform. Each entity remains solely responsible for its respective service modules and operates distinctly.
For the purposes of these Terms of Use, the “STRTALK app” refers to the integrated mobile and desktop software platform through which users’ access both (i) the communication features, and (ii) the financial services integration features operated by CCOIN. While these services are accessed via a single application interface, they are provided by separate legal entities, each of which is solely responsible for the services it operates within the STRTALK app.
Chapter 1. Communication Services
STRTALK is a privacy-focused communication platform that enables users to exchange messages, make voice and video calls, and share files securely using end-to-end encryption and peer-to-peer transmission based on the proprietary Voice Over Blockchain Protocol (VOBP). Our infrastructure is designed to minimize data collection and ensure that your communication remains private and under your control.
By downloading, installing, accessing, or using STRTALK, you confirm that you have read, understood, and agreed to be bound by these Terms. If you do not agree with any part of these Terms, you should not use the Service.
These Terms apply to all users of STRTALK, whether registered via a phone number or via a Matrix ID (or similar organizational identifier), and regardless of the device or operating system used.
For the purposes of these Terms of Use:
● The terms “MATRIX ID”, and “VOBP” refer collectively to features and functionalities made available through the STRTALK app.
● The term “Service” refers to the STRTALK application and all communication services provided through it by SOURCELESS INC.
● References to “we”, “us”, or “STRTALK” throughout this document shall be understood as referring to SOURCELESS INC.
Please also review our Privacy Notice to understand how we process your personal data in connection with your use of STRTALK.
1. PROVISION OF SERVICES
1.1. DESCRIPTION OF THE SERVICE
STRTALK is a software-based communication platform made available through mobile and desktop applications ("STRTALK app"), available for Apple, Android and Windows devices, that allows users to engage in secure, real-time communication. The services provided by SOURCELESS include, but are not limited to:
● the exchange of end-to-end encrypted text messages,
● the initiation and receipt of voice and video calls,
● the transmission and reception of multimedia files and documents, and
The Service is architected to operate using end-to-end encryption and a peer-to-peer transmission model, both of which are implemented through SOURCELESS’s communication protocol, known as the Voice Over Blockchain Protocol (VOBP).
The encryption keys necessary to secure user communication are generated and stored locally on the user’s device. STRTALK APP does not store, duplicate, or otherwise have access to user encryption keys, message content, call recordings, or shared files. Communications are encrypted before transmission and are decrypted only on the intended recipient’s device.
The Service is made available solely for lawful personal or organizational use, subject to these Terms and applicable laws. SOURCELESS reserves the right to modify, suspend, or discontinue any aspect of the Service at any time, in whole or in part, for operational, legal, technical, or security reasons.
1.2 SERVICE AVAILABILITY
While we aim to ensure a stable and secure service, we do not guarantee that STRTALK APP will always function without interruption, delays, or errors. The Service may be modified, suspended, or discontinued in whole or in part at any time, with or without prior notice, including for maintenance, updates, or technical or legal reasons.
1.3 NO ACCESS TO CONTENT
Due to the design of STRTALK APP and the use of VOBP, all messages, calls, and files are encrypted and decrypted locally on the user’s device. We do not store message content or user encryption keys, and we are not able to access or retrieve this information. You are solely responsible for securing your own device and preserving your own data.
1.4 PEER-TO-PEER TRANSMISSION
STRTALK APP routes communication directly between devices whenever technically possible. In cases where network limitations require the use of relays or intermediary nodes, the data remains end-to-end encrypted and is not accessible to SOURCELESS or any third party.
1.5 SEPARATE FINANCIAL SERVICES
SOURCELESS does not provide financial or payment services. If you use CCOIN, this is a separate service operated by CCOIN CO., LTD, and is subject to its own terms and privacy policy, as detailed in Chapter 2 of these Terms of Use. SOURCELESS bears no responsibility for any services, data processing, or disputes arising from the use of CCOIN.
1.6 CHANGES TO THE SERVICE
We reserve the right to improve, update, or otherwise modify the Service or any of its features from time to time. These changes may include security enhancements, performance improvements, or changes required by applicable law.
1.7 NO ACCESS TO EMERGENCY SERVICES
There are important differences between our Services and your mobile phone and a fixed-line telephone and SMS services. Our Services do not provide access to emergency services or emergency services providers, including the police, fire departments, or hospitals, or otherwise connect to public safety answering points. You should ensure you can contact your relevant emergency services providers through a mobile phone, a fixed-line telephone, or other service.
2. ELIGIBILITY AND ACCOUNT REGISTRATION
2.1 ELIGIBILITY
Access to and use of the STRTALK APP and its services is permitted only to individuals who meet the following criteria:
● You have the legal capacity to enter into a binding agreement under applicable law.
● You are not prohibited from using the Service under applicable export control or sanction laws.
By registering for or using the Service, you represent and warrant that you meet all of the above eligibility requirements.
SOURCELESS reserves the right to restrict or terminate access to the Service if we reasonably believe that you do not meet these requirements.
2.2 ACCOUNT REGISTRATION
To use STRTALK APP, you must create an account, which may be based on:
● A verified phone number, or
● A Matrix identifier (Matrix ID) provided by an affiliated organization or selected by the user, depending on the implementation.
When registering, you agree to:
● Provide accurate, current, and complete information,
● Maintain the security and confidentiality of any login credentials or authentication methods used,
● Be solely responsible for all activity conducted under your account.
SOURCELESS does not require users to provide a real name or additional personal details for general use of the Service. However, where a Matrix ID is issued by an organization (e.g. employer or institution), the terms of use or internal policies of that organization may also apply. In such cases, SOURCELESS disclaims responsibility for that organization's use or processing of personal data.
You are solely responsible for ensuring the security of your device and for preventing unauthorized access. If your device is compromised, your account and communication data may be at risk.
2.3. ACCOUNT BINDING AND IRREVOCABILITY OF CREDENTIALS
If you register using a phone number, your STRTALK APP account is uniquely tied to that number. Changing your number does not transfer your account — a new number will result in a new STRTALK APP account with no access to prior messages, calls, contacts, or encryption keys.
Additionally, if you log out of the app or uninstall it without exporting your data (where possible), all communication history and device-stored encryption keys associated with that number will be permanently lost. This is a direct consequence of STRTALK APP’s security design: we do not retain, back up, or sync user content or keys on our servers.
For privacy and security reasons, STRTALK APP does not support account migration, account linking, cloud-based backups, or data recovery services. Users are fully responsible for safeguarding their own data and, where available, using export features or device-level backups prior to changing identifiers or uninstalling the app.
We strongly recommend that users ensure their device is securely stored and that they understand the consequences of removing or resetting STRTALK APP without having preserved their data locally.
2.4 ONE ACCOUNT PER PHONE NUMBER
Each STRTALK APP account registered using a phone number is uniquely and exclusively associated with that specific number. Only one active STRTALK APP account may be used per phone number at a time.
You may not have the possibility to:
● Register multiple STRTALK APP accounts using the same phone number simultaneously;
● Reuse a phone number to recover or access previous account data once a new account has been created with that number;
STRTALK APP does not support account aliasing, cloning, or number-based account reactivation. If a phone number is reassigned (e.g., by a telecom provider), SOURCELESS considers the new user of that number to be a separate user for all purposes under these Terms.
In the event that a phone number is recycled by a carrier and registered anew in STRTALK APP, previously linked data, including messages, encryption keys, and contacts, will not be accessible, nor will SOURCELESS be able to verify or restore the prior account.
This limitation is necessary to maintain security and prevent unauthorized access or duplication of identity in an end-to-end encrypted environment.
2.5 ACCOUNT INACTIVITY AND AUTO-DELETION
To support data minimization principles under applicable data protection laws, and to maintain the efficiency and security of the Service, SOURCELESS reserves the right to deactivate and delete user accounts that have remained inactive for an extended period, as set out below.
If your account shows no meaningful activity — such as login events, message exchanges, call attempts, or key exchanges, SOURCELESS may, at its discretion:
● Deactivate your account;
● Permanently delete any limited metadata (such as account identifier, registration date, and login history, if retained);
● Reclaim the associated phone number or Matrix ID for system cleanup or reallocation purposes (in the case of accounts based on expired or recycled identifiers).
This process is conducted without retaining, duplicating, or archiving any user content, as SOURCELESS does not store messages, files, call history, or encryption keys on its servers. Once an account is deleted due to inactivity, all related data that may exist on the device (e.g. encrypted chat history or local session tokens) becomes permanently inaccessible unless the user has taken prior action to preserve it locally.
Where feasible, SOURCELESS may attempt to notify the user in advance of the scheduled deletion, using the last known contact method associated with the account. However, no guarantee of notice is provided, and deletion may occur without warning if the user cannot be reached or identified through valid credentials.
Reactivation of a deleted account is not possible, and any future use of the Service would require re-registration as a new user. SOURCELESS shall not be liable for any loss of data resulting from account inactivity or deletion in accordance with this section.
2.6 LOSS OF ACCESS AND SUPPORT LIMITATIONS
Due to the technical design of STRTALK APP — which prioritizes user privacy and data security through local encryption and device-based authentication — users are solely responsible for maintaining access to the credentials and devices associated with their STRTALK APP account.
If you lose access to your:
● Registered phone number, or
● Matrix identifier (Matrix ID) and any required authentication method (e.g., password or identity provider)
then SOURCELESS will not be able to restore access to your account or recover any associated data.We do not have the technical means to decrypt or reconstruct communication content under any circumstances, including at the user’s request.
As a result, we cannot assist with account recovery, reset or regenerate your encryption keys, or recover or retrieve any lost or deleted content (e.g., messages, calls, files).
It is your responsibility to:
● Maintain control over the device used to access STRTALK APP;
● Keep your login methods secure and up to date;
● Save on other devices/back-up any information you wish to retain before uninstalling the app, resetting your device, or changing your credentials.
You acknowledge and agree that STRTALK APP shall not be liable for any loss of access, data, or functionality arising from your inability to authenticate or recover your account in accordance with this section.
3. ACCEPTABLE USE OF STRTALK app
By using STRTALK app, you agree to use the Service in a lawful, responsible, and respectful manner. This means you will not use SOURCELESS to violate any laws, harm others, interfere with the platform, or misuse its features. Also, you must not engage in activity that violates our Terms or other terms and policies that may apply to your use of our Services. To this end, you are solely responsible for your actions and communications while using the Service.
3.1 PROHIBITED CONDUCT
To protect the privacy, security, and integrity of the STRTALK app and its users, you agree to use the Service only for its intended and lawful purposes. You shall not use, or attempt to use, STRTALK APP in any manner that is prohibited under these Terms.
3.1.1. Unlawful, harmful, or abusive use
You may not use the Service to:
● Engage in or promote any activity that is unlawful, fraudulent, or in violation of applicable national or international laws, including those relating to privacy, data protection, telecommunications, intellectual property, or criminal activity;
● Harass, threaten, defame, abuse, impersonate, or otherwise violate the rights (including privacy, moral, or proprietary rights) of others;
● Transmit, store, or share harmful or malicious content, including viruses, worms, ransomware, spyware, or any other code intended to disrupt or compromise the functionality of devices or systems;
● Distribute spam, unsolicited bulk communications, automated messages, or engage in any form of message flooding or abuse of communication channels;
● Circumvent or attempt to circumvent authentication measures, or gain unauthorized access to user accounts, systems, or networks related to the Service;
● Use STRTALK APP in a manner that interferes with or disrupts the performance, availability, or security of the Service or any related infrastructure.
3.1.2. Unauthorized or improper exploitation of the service
You must not, directly or indirectly, nor permit others to:
● Reverse-engineer, decompile, disassemble, translate, or otherwise attempt to extract or derive the source code or underlying structure of any STRTALK software, service, encryption protocol (including VOBP), or component;
● Modify, adapt, reproduce, distribute, or create derivative works based on the Service, except as expressly permitted in writing by SOURCELESS;
● Use the Service to develop, offer, or promote products or services that are functionally similar to STRTALK APP, or that compete with or replicate core STRTALK APP functionalities without authorization;
● Create or operate multiple automated accounts, or register accounts by automated or unauthorized means;
● Sell, rent, license, sublicense, distribute, or otherwise commercialize the Service, its data, or access to the platform without SOURCELESS’s express prior written consent;
● Make the Service available over a network or interface that permits simultaneous use by multiple devices or users outside the scope expressly allowed by SOURCELESS;
● Collect, scrape, or harvest personal or technical data from users or the platform, whether manually or through automated means, without express authorization;
● Misuse reporting or support channels, including submitting knowingly false reports, appeals, or abuse claims.
3.2 LIMITATIONS RELATED TO ENCRYPTION AND CONTENT ACCESS
Due to STRTALK APP’s end-to-end encryption and peer-to-peer architecture, we do not have access to your communication content and are unable to monitor or moderate the use of the Service in real time.
However, we reserve the right to:
● Investigate technical metadata or abuse patterns (e.g., unusual connection activity, excessive traffic) to protect the integrity of the platform;
● Cooperate with legally valid and narrowly tailored investigations conducted by competent public authorities, to the extent technically possible and lawfully required;
● Suspend or restrict users’ access to the Service if we reasonably suspect violation of these Terms or applicable laws, even in the absence of access to message content.
3.3 RESPONSIBLE USE
You are solely and fully responsible for your conduct while using the Service, as well as for any content, data, or communications you choose to transmit, share, or make accessible through STRTALK APP. In particular, you must ensure that your use of the Service:
● Does not infringe the rights of others, including but not limited to intellectual property rights, data protection rights, or any other legal entitlements relating to privacy, image, or reputation;
● Respects the secure and private nature of the platform, meaning that you do not attempt to circumvent encryption protocols, intercept communications, or exploit vulnerabilities for unauthorized access, surveillance, or disruption;
● Does not place an unreasonable or abusive burden on the infrastructure, such as through spamming, automated messaging, denial-of-service behavior, or excessive use of system resources beyond normal individual usage;
● Does not interfere with the functionality of the Service, including introducing malware, tampering with app components, or attempting to reverse-engineer, decompile, or otherwise alter the STRTALK app, protocol, or encryption framework;
● Is consistent with the decentralized and trust-based model STRTALK APP relies upon, which assumes users act in good faith and do not use anonymity or encryption as a means to engage in prohibited or harmful activity.
3.4 Enforcement and Consequences
If we become aware of behavior that appears to violate these Terms or applicable law, we may:
● Issue warnings;
● Temporarily or permanently suspend access to the Service;
● Disabling your account.
Disabling or suspending your account will be in accordance with the "Termination" section below.
We reserve the right to take action in accordance with applicable legal obligations and proportionality principles, even if we cannot view or verify the actual message content.
4. THIRD-PARTY SERVICES AND INTEGRATIONS
4.1 USE OF THIRD-PARTY SERVICES WITHIN STRTALK APP
SOURCELESS may enable access to certain services provided by third parties, such as payment functionality that allows users to send or receive financial assets or perform financial transactions through third-party platforms (e.g., CCOIN or other integrated financial entity).
These services are made accessible through the STRTALK APP interface for user convenience but are operated, controlled, and provided independently by the relevant third-party service providers.
When you choose to use any such integrated service, including initiating a financial transaction or accessing a linked wallet, you acknowledge and agree that:
● SOURCELESS does not operate, control, or process payments or financial transactions;
● Your use of such services is subject to the terms and conditions, privacy policies, and legal obligations of the respective third-party provider;
● Any personal data you submit or generate through your use of such services is processed by the third party and not governed by SOURCELESS’s Privacy Notice;
● SOURCELESS is not liable for any disputes, fees, security breaches, service outages, or damages that may arise in connection with your use of a third-party integration.
You are solely responsible for:
● Verifying the legitimacy, security, and compliance of any third-party service before engaging with it;
● Reviewing and accepting the applicable third-party policies before proceeding with any transactions or data-sharing;
● Ensuring that the use of any financial or payment services complies with the legal and regulatory requirements applicable to you.
4.2. TECHNICAL INTEGRATIONS WITH THIRD-PARTY SERVICES
Certain features of the STRTALK app rely on or support integration with third-party providers for core functionality, including but not limited to:
● Twilio – for SMS-based authentication or verification processes;
● Other embedded services or APIs that support functionality such as contact discovery, real-time media, or notification delivery.
Where such integrations are enabled, the third-party provider may receive limited technical data (e.g., phone number) strictly for the purpose of delivering the intended service. These providers operate independently and are governed by their own terms of use and privacy policies.
SOURCELESS does not control or assume responsibility for the data practices, availability, or security of such third-party services. By using STRTALK APP features that depend on these integrations, you acknowledge that:
● The involvement of third-party processors may be necessary for certain service operations;
● Your data may be subject to processing outside of SOURCELESS’s infrastructure and control;
● You are encouraged to review the terms and privacy documentation of any integrated third-party service where applicable.
Use of such services is optional, and disabling or opting out of specific integrations may limit certain features (e.g., SMS verification).
4.3 NO ENDORSEMENT OR RESPONSIBILITY
The inclusion of any third-party service within the STRTALK app does not imply endorsement or affiliation. SOURCELESS provides such integrations on an “as-is” basis and disclaims all responsibility for the accuracy, functionality, or availability of third-party systems.
You acknowledge that your interactions with third-party providers, including any contractual, financial, or legal relationships, are solely between you and those providers.
5. USER CONTENT AND COMMUNICATION
5.1 USER OWNERSHIP
All content you create, transmit, or share via the STRTALK app — including but not limited to messages, audio, video, images, documents, and other data (“User Content”) — remains fully owned by you. By using the Service, you do not transfer, assign, or license any intellectual property rights in your User Content to SOURCELESS, except where provided otherwise.
You retain all intellectual property rights, moral rights, and any other proprietary interests you may hold over the User Content, subject to applicable law. SOURCELESS does not assert any editorial control, licensing claims, commercial rights, or downstream use of your content, and does not index, profile, or catalog User Content for internal or external use.
As the content owner, you are solely responsible for:
● Ensuring that you have the necessary rights, consents, and authority to share or transmit any content through the Service;
● Refraining from sharing content that violates applicable laws or infringes on the rights of others;
● Managing and preserving your own content, including exporting or securing copies where permitted by your device, as SOURCELESS provides no content storage or recovery functionality.
You understand and agree that SOURCELESS's role is strictly limited to enabling the encrypted transmission of communications between users and provide other Services on STRTALK. To this effect, in order to operate and provide our Services, you grant SOURCELESS a worldwide, non-exclusive, royalty-free, sublicensable, and transferable license to use, reproduce, distribute, create derivative works of, display, and perform the information that you upload, submit, store, send, or receive on or through our Services. The rights you grant in this license are for the limited purpose of operating and providing our Services (such as to allow us to display your profile picture).
5.2 NO MODERATION OR PRE-SCREENING
SOURCELESS does not pre-screen, monitor, or store the content of communications between users. We do not engage in content moderation or filtering, and we are not able to verify, remove, or restore any messages, files, or media shared via the Service.
While SOURCELESS may implement technical safeguards to protect platform stability and detect abusive usage patterns, we do not monitor private conversations, and we disclaim any responsibility for the content exchanged between users.
6. INTELLECTUAL PROPERTY
6.1 OWNERSHIP OF SOURCELESS ASSETS
All intellectual property rights in and to the STRTALK app, including but not limited to the software code, user interface, design elements, logos, trademarks, service marks, technical architecture, and official documentation (collectively, the "STRTALK Materials") are and shall remain the exclusive property of SOURCELESS, or its licensors where applicable.
We grant you a limited, revocable, non-exclusive, non-sublicensable, and non-transferable license to use our Services, subject to and in accordance with our Terms. This license is for the sole purpose of enabling you to use our Services in the manner permitted by our Terms. No licenses or rights are granted to you by implication or otherwise, except for the licenses and rights expressly granted to you.
6.2 RESTRICTIONS
You may not:
● Copy, reproduce, modify, create derivative works from, distribute, license, sell, or otherwise exploit the STRTALK Materials;
● Use the STRTALK and/or SOURCELESS name, logo, or branding for any commercial purpose or in a way that may cause confusion as to origin or affiliation;
● Reverse-engineer, decompile, or disassemble any part of the SOURCELESS software or protocol (including VOBP), except as permitted by applicable law.
Any unauthorized use of SOURCELESS’s intellectual property may result in suspension or termination of your account and may lead to legal action.
6.3 FEEDBACK AND CONTRIBUTIONS
If you voluntarily submit ideas, suggestions, proposals, or other feedback regarding SOURCELESS or its services (“Feedback”), you acknowledge that SOURCELESS may use such Feedback for any purpose without obligation to compensate you. You agree that such Feedback is provided on a non-confidential, non-exclusive, and royalty-free basis.
7. DISCLAIMERS AND LIMITATION OF LIABILITY
7.1 FREE SERVICE AND GENERAL DISCLAIMER
STRTALK APP is provided to users free of charge and on an “as is” and “as available” basis. we make no warranties or guarantees—express, implied, or statutory—regarding:
● The availability, accuracy, or reliability of the Service;
● The fitness of the Service for a particular purpose;
● The performance or compatibility of the application with any device or software environment;
● The absence of bugs, interruptions, errors, or vulnerabilities.
You acknowledge that you use the Service at your own risk, and SOURCELESS is not under any obligation to provide support, updates, maintenance, or uninterrupted availability.
7.2 USER CONDUCT AND DEVICE SECURITY
As a user, you are solely responsible for:
● Securing your device and access credentials;
● Avoiding the use of STRTALK APP on compromised or insecure devices;
● Ensuring that your communications comply with applicable law.
SOURCELESS shall not be liable for any unauthorized access, misuse of your account, or data loss due to device issues, malware, or failure to preserve local data.
7.3 NO LIABILITY FOR INTERRUPTIONS OR DATA LOSS
Due to the technical nature of the Service, you acknowledge and agree that:
● Data stored locally on your device (including messages and encryption keys) may be lost if the app is uninstalled, reset, or deleted;
● SOURCELESS does not provide backup, recovery, or migration services and is not responsible for any resulting loss of data.
7.4 LIMITATION OF LIABILITY
To the fullest extent permitted by applicable law, SOURCELESS, including its employees and representatives, affiliates, and employees, shall not be liable for any:
● Indirect, incidental, special, consequential, or punitive damages;
● Loss of data, profit, business opportunity, reputation, or any other intangible loss;
● Damages resulting from your use of, or inability to use, the Service.
Since STRTALK APP is offered for free, you acknowledge that you have no financial expectation or claim against SOURCELESS, and any liability that may arise shall be strictly limited strictly to gross negligence or fraud.
8. AVAILABILITY AND TERMINATION OF THE SERVICE
8.1 AVAILABILITY OF THE SERVICE
STRTALK APP is provided as a free, encrypted communication platform. We continuously work to improve the performance, security, and functionality of the Service. As such, we may expand, limit, suspend, or discontinue certain features, functionalities, or support for specific devices or operating systems at our discretion.
Service availability may be affected by planned or unplanned interruptions, including for:
● Maintenance and upgrades;
● Technical issues, server failures, or connectivity problems;
● Regulatory compliance, security concerns, or abuse prevention.
We reserve the right to discontinue any part of the Service permanently or temporarily. Where reasonably possible, we will provide at least 30 days’ notice before significant changes or service discontinuation, except where urgent action is required to address operational, legal, or security threats.
Events beyond our control (force majeure), including natural disasters, political unrest, or infrastructure failures, may also impact service continuity.
8.2 TERMINATION BY THE USER
You may terminate your use of STRTALK APP at any time by deleting the app from your device. If your account is based on a phone number, this action will result in permanent loss of access to that account and all associated data, including messages and encryption keys, which are stored locally on your device and not recoverable by SOURCELESS.
No separate cancellation process is required. Simply uninstalling the app or ceasing to use the Service constitutes your voluntary termination.
8.3 TERMINATION BY SOURCELESS
We reserve the right to suspend or terminate your access to STRTALK APP at any time, with or without prior notice, if:
● You violate these Terms or applicable laws;
● You engage in abusive, fraudulent, or unlawful activity;
● You attempt to interfere with or compromise the Service, its encryption protocols, or its users;
● Your account is inactive for a prolonged period, in line with our data minimization practices;
● Your use creates legal risk, reputational harm, or operational disruption for STRTALK APP, other users, or third parties.
Termination for cause may follow a warning or notice period where appropriate, but immediate termination is permitted in serious or urgent cases, including where the user has clearly refused to comply or where no reasonable remedy would resolve the breach.
If your account is deleted, disabled, or becomes inaccessible by the decision of SOURCELESS under this clause:
● Your local messages, encryption keys, and files will be permanently lost unless previously exported or backed up by you;
● You will no longer be able to use the Service under the same identifier (e.g., phone number or Matrix ID), unless re-registration is possible;
● These Terms will cease to apply, except for provisions that by their nature survive termination, including: Intellectual Property, Disclaimers and Limitation of Liability, and Governing Law and Dispute Resolution.
8.4 DISPUTES REGARDING TERMINATION
If you believe your account was suspended or disabled in error, you may contact our support team at support@strtalk.net. Please note that due to the nature of STRTALK APP’s encryption model, we may be unable to verify, investigate, or restore any content or user identity following deletion.
9. CHANGES TO THE TERMS
We may update or modify these Terms of Use from time to time to reflect:
● Changes in the law or regulatory requirements;
● Improvements to the functionality, security, or operation of the Service;
● New features or technical adjustments;
● Changes in our business practices.
When we make material changes to these Terms, we will publish the updated version on our website and/or within the STRTALK app, along with the effective date of the update. The latest version will always be available online or through the app interface.
9.1 ACCEPTANCE OF CHANGES
By continuing to access or use the Service after the updated Terms take effect, you are deemed to have accepted the revised version. If you do not agree to the updated Terms, you must stop using the Service and delete your account.
You are responsible for reviewing the Terms periodically to stay informed of any changes. We do not guarantee individual notification of updates, unless specifically required by applicable law.
10. GOVERNING LAW AND DISPUTE RESOLUTION
10.1 GOVERNING LAW
These Terms of Use and your relationship with SOURCELESS are governed by and shall be construed in accordance with the laws of Delaware, USA, without regard to its conflict of law principles.
10.2 DISPUTE RESOLUTION
We encourage users to contact us first to attempt an informal resolution of any concern. If a dispute arises between you and SOURCELESS, we will seek to resolve it amicably and in good faith.
If we are unable to resolve the matter informally, either party may propose that the dispute be submitted to mediation before a neutral mediator, in accordance with the applicable Romanian alternative dispute resolution procedures.
10.3 JURISDICTION
If mediation or arbitration is not applicable or not agreed, any legal proceedings relating to the Service or these Terms shall be brought before the competent Romanian courts, with jurisdiction in the city of Bucharest.

12. MISCELLANEOUS
12.1 ENTIRE AGREEMENT
Unless expressly agreed otherwise in a separately signed agreement between you and SOURCELESS, these Terms constitute the entire agreement between you and us in relation to your use of the STRTALK app and supersede all prior representations, understandings, or agreements, whether written or oral.
12.2 SEPARATE TERMS FOR ADDITIONAL SERVICES
We reserve the right to designate that certain features or services within the STRTALK app may be subject to separate terms and conditions. Where applicable, you will be given the opportunity to review and accept such terms before using those features.
12.3 TERRITORIAL LIMITATIONS
STRTALK APP is operated under Romanian law and intended for use in jurisdictions where its operation is lawful. We may limit or restrict access to the Service in specific territories if required by local law or to comply with regulatory obligations. You are solely responsible for ensuring that your use of STRTALK APP is lawful in the country from which you access it.
12.4 AMENDMENTS AND WAIVERS
Any amendment to or waiver of these Terms must be made in writing and explicitly accepted by SOURCELESS to be valid. Our failure to enforce any part of these Terms shall not be considered a waiver of our rights.
12.5 ASSIGNMENT
We may assign or transfer our rights and obligations under these Terms, in whole or in part, without requiring your consent, including in connection with a merger, acquisition, restructuring, or sale of assets, provided that such assignment complies with applicable data protection laws. You may not assign your rights or obligations without our prior written consent.
12.6 COMPLIANCE WITH LAW
Nothing in these Terms shall be interpreted as limiting our obligation to comply with applicable Romanian, EU, or international laws and regulations.
12.7 THIRD-PARTY RIGHTS
Except where expressly stated otherwise, these Terms do not create rights enforceable by third parties.
12.8 SEVERABILITY
If any provision of these Terms is found to be unlawful, invalid, or unenforceable, that provision shall be interpreted to achieve the original intent to the extent permitted by law, or, if not possible, deemed severable. The remaining provisions shall continue in full force and effect.
12.10 Feedback
We welcome feedback and suggestions regarding the STRTALK APP and its features. By submitting feedback, you grant SOURCELESS a non-exclusive, royalty-free, perpetual, and worldwide license to use, adapt, or incorporate such feedback for any purpose, without any obligation to compensate you. You acknowledge that you provide feedback voluntarily and that SOURCELESS is free to use it without restriction.
Chapter 2. Technology integration with financial services provided by financial institutions
Within the STRTALK app, users may access certain features that allow them to view account information and initiate interactions with third-party financial service providers (such as banks, payment institutions, etc.). These features are provided exclusively by CCOIN, a separate entity that operates independently from SOURCELESS and is responsible for the financial services integration made available through the STRTALK app.
CCOIN acts solely as a technical service provider, offering a secure interface that enables users to view and interact with data from their financial accounts held with licensed financial services providers (“CCOIN Services”). CCOIN does not open, hold, or manage financial accounts, and does not process or control user funds. All underlying financial services are provided directly by the respective financial institutions.
By accessing financial services integration functionalities through the STRTALK app, you acknowledge that:
● CCOIN is the exclusive provider of these services;
● Your relationship with your financial services providers remains separate and governed by their terms and conditions;
● SOURCELESS does not provide or control any financial or account-related services.
The provisions in this section apply solely to the use of CCOIN Services within the App.
1. PROVISION OF SERVICES
1.1. DESCRIPTION OF THE SERVICE
CCOIN Services enable the technical rendering and local display of account-related information that is provided directly by third-party financial institutions. These features are accessed through user-initiated embedded interfaces or direct API connections within the STRTALK app.
The functionality includes, but is not limited to:
● Displaying balances, transaction history, and other non-sensitive, view-only account data;
● Relaying user-initiated requests (e.g., refresh data or redirect to the financial institution’s interface) without alteration or enrichment;
● Enabling session-based, ephemeral access with no persistent storage, caching, or duplication of financial data by CCOIN.
All operations are subject to the technical limitations and availability of the respective financial institution’s infrastructure. CCOIN acts solely as a passive conduit, facilitating user-initiated data flows without accessing, aggregating, modifying, or interpreting any financial content.
The design ensures that all financial data remains under the control of the licensed financial institution. CCOIN does not access, store, or process banking credentials, nor does it maintain a record of account information beyond what is technically required to display it temporarily on the user’s device.
1.2. WHAT TYPE OF ACCOUNT IS MY CCOIN ACCOUNT?
The financial account you access via CCOIN is not an account with CCOIN It is an account that is opened and maintained directly with a licensed financial services provider, such as a bank, electronic money institution, or other authorized financial service provider.
CCOIN does not open, issue, operate, or hold any financial accounts or balances on your behalf. Instead, CCOIN provides a technical interface within the STRTALK app that enables you to securely view and interact with your account held at the Regulated Institution. Specifically:
● The account is governed by a separate agreement between you and the financial services provider;
● All rights and obligations concerning the account (including access, transactions, limits, and fees) are defined solely by that institution;
● CCOIN does not act as an agent, custodian, or intermediary in relation to the account or its funds;
● CCOIN has no access to the funds in the account and cannot authorize or block transactions.
By using CCOIN Services, you are simply accessing an external financial account, which remains fully under the control, operation, and regulatory responsibility of the relevant financial services provider.
1.2. NON-CUSTODIAL WALLET INTEGRATION
CCOIN Services may include integration with a non-custodial wallet interface that enables users to view and manage digital assets associated with accounts held outside the STRTALK app. The non-custodial wallet is operated in a manner that ensures exclusive user control over private keys and credentials; CCOIN does not access, hold, or store these keys at any time.
Users are solely responsible for securing their wallet credentials and recovery mechanisms. The wallet may be created, connected, or imported into the STRTALK app for convenience, but it remains fully portable and can be exported to compatible third-party applications.
The non-custodial nature of the wallet means that:
● CCOIN cannot recover access in case of lost credentials or keys;
● CCOIN does not act as a custodian or intermediary for wallet-related transactions;
● The user retains full ownership, control, and portability of the wallet at all times.
Any operations, including the use of other applications, are conducted directly between the user and the relevant application, with CCOIN providing only the interface to facilitate such interactions.
Users may connect or generate a non-custodial wallet through the STRTALK app solely for the purpose of interacting with the CCOIN Services. By using the wallet integration, you acknowledge and agree that:
● You are solely responsible for managing your wallet credentials, including private keys, seed phrases, recovery phrases, or passcodes.
● CCOIN does not store, access, back up, or recover your wallet or its contents.
● Any loss of access to the wallet due to lost credentials is irreversible and cannot be resolved by CCOIN or any affiliated entity.
● Transactions made using the wallet (including transfers, or asset approvals) are executed directly and cannot be reversed, cancelled, or disputed via the STRTALK app.
● You must ensure compliance with applicable laws regarding the use, holding, or transfer of digital assets in your jurisdiction.
● CCOIN is not responsible for the availability, functionality, or outcomes of interactions with protocols or networks accessed through the wallet.
You may export or import the wallet into compatible third-party applications at your discretion. However, doing so may expose the wallet to risks outside CCOIN's control. We recommend you use secure environments and exercise due diligence before interacting with external services.
1.2. SERVICE AVAILABILITY
CCOIN aims to ensure a stable and secure technical interface for accessing account-related information through the STRTALK app. However, availability is limited strictly to the scope of CCOIN Services, which include the technical delivery and display of financial data as received from third-party institutions.
The availability, uptime, and reliability of the underlying financial services, including account operations, payment processing, or data provision, are solely within the responsibility and control of the respective financial institution.
1.3. NO ACCESS TO ACCOUNT CONTENT OR FUNDS
CCOIN does not hold, store, or manage any user financial accounts, funds, or related content. All account data is retrieved in real time from the user’s financial institution via secure connections and is rendered directly and exclusively on the user’s device within the STRTALK app interface.
CCOIN does not have access at any time to the content displayed on-screen, nor does it store, duplicate, or intercept any financial information. All data remains under the user’s control and resides temporarily on the user’s device for the duration of the session. No account balances, transaction history, or banking credentials are stored, cached, or transmitted through CCOIN servers.
Users are solely responsible for maintaining the confidentiality of their access credentials and for ensuring the security of the device used to access CCOIN Services. In case of device loss, compromise, or misconfiguration, CCOIN cannot retrieve, recover, or reconstruct any account-related data.
1.4. FINANCIAL SERVICES PROVIDERS’ CONTROLLED DATA AND INFRASTRUCTURE
All information made available through CCOIN Services is retrieved directly from the financial institution designated by the user. The accuracy, completeness, timeliness, and relevance of the displayed data are entirely the responsibility of that institution. CCOIN does not verify, modify, or supplement the data received and does not serve as an intermediary, validator, or processor of record.
Any transactions, account updates, data discrepancies, or service limitations must be addressed directly with the financial institution. CCOIN does not control and cannot be held responsible for the technical performance, security standards, data integrity, or service availability of third-party banking systems.
The user acknowledges that CCOIN acts solely as a passive conduit for the display of externally sourced financial data and that all financial operations remain fully within the scope and infrastructure of the respective financial institution.
1.5. CHANGES TO CCOIN SERVICES
CCOIN shall exercise commercially reasonable efforts to ensure that the CCOIN Services remain secure, functional, and aligned with industry best practices. We are committed to maintaining a high standard of performance, reliability, and interoperability in the provision of these Services.
However, the availability and functionality of certain features may depend on third-party infrastructure, including but not limited to APIs and systems operated by financial institutions and wallet providers. Accordingly, CCOIN reserves the right, at its discretion, to update any component of the CCOIN Services, in whole or in part, where such action is reasonably necessary to:
● respond to changes imposed by third-party providers;
● address security, stability, or performance concerns;
● implement improvements or streamline features.
CCOIN shall provide users with advance notice of material changes.
1.6 SERVICE AVAILABILITY
CCOIN aims to ensure a stable, secure, and continuously available technical interface for accessing account-related information through the STRTALK app. Subject to routine maintenance, force majeure events, and third-party dependencies, CCOIN targets an uptime of 99.99% for its core service infrastructure.
This uptime commitment applies solely to the technical components of CCOIN Services, including the interface and connectivity layer that enables users to view financial account data. It does not extend to the availability or functionality of external services or infrastructure not operated by CCOIN.
Interruptions, delays, or incomplete data display may occur due to outages, limitations, or technical issues originating from the financial institution or third-party systems beyond CCOIN’s control.
2. ACCESS TO FINANCIAL ACCOUNTS AND RELATIONSHIP WITH FINANCIAL INSTITUTIONS
2.1 RELATIONSHIP WITH THE FINANCIAL INSTITUTION
The use of CCOIN Services to access or display financial account data does not establish any contractual, fiduciary, or financial relationship between the user and CCOIN in relation to the financial institution or the underlying account. CCOIN acts strictly as a technical service provider, and any rights, obligations, entitlements, or liabilities relating to the financial account remain exclusively between the user and the financial institution with which the account was originally opened (e.g., bank).
CCOIN is not a party to, and shall not be construed as a participant in, the account agreement, banking relationship, or service terms governing the user’s financial account. CCOIN does not create, authorize, administer, manage, validate, or terminate any account, nor does it act as an agent, representative, or delegate of any financial institution.
All decisions regarding the operation of the account, including but not limited to account opening, access permissions, transaction execution, data integrity, dispute resolution, fees, regulatory compliance, and account closure, are made solely by the financial institution and subject to its own contractual and regulatory framework. CCOIN has no authority to alter, interpret, or enforce any of the terms of the user’s agreement with the financial institution.
To the fullest extent permitted by applicable law, the user agrees and acknowledges that:
● Any queries, complaints, service failures, or liability claims relating to the financial account must be directed exclusively to the financial institution;
● CCOIN does not assume any responsibility or liability for the conduct, service availability, regulatory compliance, or data provided by the financial institution;
● The inclusion of financial account data within the STRTALK app is for user convenience only and does not constitute verification, endorsement, or involvement by CCOIN in the underlying financial relationship.
2.2. ACCOUNT LINKING AND ACCESS
In order to access and display account-related information through CCOIN Services, users will be required to complete an authentication process using login credentials, API tokens, session identifiers, biometric authentication, or other secure verification mechanisms issued or required by the relevant financial institution. Such credentials are provided exclusively by the financial institution and are subject to its own security policies and user agreement.
By initiating or consenting to this authentication process through the STRTALK app, the user expressly authorizes CCOIN to establish a secure, read-only connection for the sole purpose of retrieving and rendering financial data within the STRTALK app interface. This connection is session-based, and the scope of access is limited to the parameters permitted by the financial institution’s systems (e.g., viewing balances, transaction history, account identifiers).
CCOIN:
● Does not store, retain, or process user credentials, tokens, or authentication data beyond the technical parameters required for the session;
● Does not act as a credential manager, identity provider, or recovery agent for any login method associated with the financial institution;
● Cannot intervene in the authentication process or recover access on behalf of the user in the event of credential loss, expiration, revocation, or misconfiguration.
The user bears sole and continuing responsibility for:
● Maintaining the validity, accuracy, and confidentiality of all access credentials used to initiate account linking;
● Ensuring that access is performed in accordance with the terms and conditions of the respective financial institution;
● Revoking or updating access credentials where required to prevent unauthorized access or comply with institutional or legal obligations.
Any failure to authenticate, interruptions in access, or refusal of data transmission by the financial institution shall be resolved directly between the user and that institution. CCOIN shall not be liable for any loss of access, delayed synchronization, or restricted functionality resulting from invalid or deactivated credentials.
2.3. USER RESPONSIBILITIES
By accessing or using CCOIN Services, you expressly acknowledge, agree, and undertake the following responsibilities:
(a) Security of access credentials and devices
You are solely and fully responsible for maintaining the confidentiality, integrity, and security of all credentials, authentication factors, and personal devices used to access CCOIN Services or your linked financial accounts. This includes, but is not limited to:
● Passwords, PINs, recovery phrases, cryptographic keys, device-level biometrics, multi-factor authentication methods, and other identifiers issued by your financial institution;
● Ensuring that your device is protected against unauthorized access, malware, spyware, or any other security vulnerabilities that may compromise your financial data or identity;
● Logging out of active sessions, managing application permissions, and disabling access from lost or compromised devices.
CCOIN shall not be liable for any loss, misuse, unauthorized access, or compromise of your financial data resulting from your failure to implement appropriate technical and organizational safeguards.
(b) Authorization to access financial accounts
You represent and warrant that you are legally authorized to access and manage any financial account linked through CCOIN Services, whether such access is personal, institutional, or authorized in a representative capacity. You may not use CCOIN to access accounts for which you lack the necessary authority, consent, or legal basis.
Any use of CCOIN Services to interact with third-party accounts without proper authorization constitutes a breach of these Terms and may result in immediate suspension of your access and potential legal consequences.
(c) Continued compliance with financial institution terms
Your relationship with your financial institution, including rights of access, limitations of use, transaction privileges, and applicable fees or restrictions, is governed exclusively by the terms and conditions imposed by that institution. You remain solely responsible for complying with those terms at all times.
CCOIN does not monitor, validate, or enforce the contractual obligations between you and the financial institution, nor does it provide notifications or alerts regarding changes to those terms. Any breach of your obligations under your agreement with the bank is your sole responsibility and may affect your ability to use CCOIN Services.
(d) Limitation of role of CCOIN
You acknowledge and agree that CCOIN:
● Does not act as a financial intermediary, broker, fiduciary, payment service provider, or regulated entity under financial services law;
● Does not provide financial, tax, legal, investment, or transactional advice and should not be relied upon for any decision involving the use, management, or interpretation of your financial account data;
● Does not monitor your account activity, assess risk, or perform anti-fraud, AML, or KYC functions associated with the linked financial accounts;
● Provides only a technical interface, operating on a best-effort basis, for the display and interaction with account information already controlled and maintained by your financial institution.
You are solely responsible for any use or reliance placed on the account information accessed through CCOIN, and for any financial, legal, or personal decisions made on the basis of that information.
(e) Duty to notify and act prudently
You must promptly notify your financial institution and, where relevant, CCOIN if you suspect unauthorized access to your financial account, the compromise of your credentials, or any irregularity in the display of data through the STRTALK app. You are expected to act diligently and in good faith in maintaining the security and legality of your financial account activity.
2.4 DEPENDENCE ON FINANCIAL INSTITUTION TERMS AND USER COMPLIANCE
CCOIN does not control, influence, or assume responsibility for the contractual relationship between the user and the financial institution.
If you breach, violate, or otherwise fail to comply with the terms, policies, or obligations imposed by your financial institution — including but not limited to unauthorized access, prohibited use, overdue obligations, account misuse, or regulatory non-compliance — the financial institution may, at its discretion suspend or restrict access to your financial account.
CCOIN shall not be liable for any limitation, disruption, or termination of service that results from such actions taken by the financial institution. In such cases, you acknowledge and agree that:
● The financial institution is acting in accordance with its own rights and obligations under its agreement with you;
● CCOIN has no authority to challenge, override, or reinstate access to your account or related data;
● CCOIN’s role is limited to providing a technical interface that is operable only when permitted by the bank’s infrastructure and applicable terms.
You are solely responsible for ensuring that your use of CCOIN Services is consistent with and does not violate the contractual terms, policies, or usage restrictions of your financial institution.
2.5 KNOW YOUR CUSTOMER (KYC) INFORMATION
Financial services providers integrated within the CCOIN Services may require users to undergo Know Your Customer (KYC) verification as a condition for account creation, continued access, or to comply with applicable anti-money laundering (AML), counter-terrorist financing (CTF), or financial sanctions regulations.
KYC procedures are established and controlled exclusively by the respective financial services providers, in accordance with their own legal obligations, internal compliance policies, and regulatory framework. CCOIN does not determine the scope, criteria, or outcome of any KYC process and does not act as a regulated entity for AML or onboarding purposes.
Where required by the financial services provider, CCOIN may facilitate the collection, submission, and secure transmission of KYC-related data through the STRTALK app interface, including but not limited to:
● Identification documents (e.g., passport, national ID);
● Proof of address;
● Biometric verification (e.g., selfie or liveness check);
● Other documentation or personal information required by the financial institution.
Such data is collected solely on behalf of and under the instructions of the financial services providers and is transmitted securely for the exclusive purpose of satisfying that institution’s KYC obligations. CCOIN does not store, reuse, process, or rely on such information for its own purposes, nor does it assume any responsibility for the verification, validation, or approval of KYC submissions.
You acknowledge and agree that:
● The KYC process is governed exclusively by the policies of the financial services providers;
● CCOIN acts only as a technical facilitator and not as a decision-maker or verifier;
● Any delays, rejections, or requests for additional documentation must be addressed directly with the financial institution;
● Failure to complete or pass the KYC process may result in partial or full loss of access to account features provided by these financial services providers via CCOIN Services.
CCOIN shall not be held liable for any denial of service, account restriction, or delay resulting from KYC-related procedures or determinations made by the financial institution.
2.6 CARD ISSUANCE
As part of your financial account relationship with a licensed financial services provider, you may be offered access to one or more payment cards — including virtual cards, physical cards, or both — issued directly by that provider. Any such card is issued, activated, and governed solely by the financial services provider under its own applicable terms, policies, and regulatory framework.
CCOIN does not issue, produce, manage, or activate any card and is not a card issuer or licensed financial institution. CCOIN merely facilitates the technical display, configuration, or management of the card interface within the STRTALK app, as permitted by the card-issuing financial services provider.
You acknowledge and agree that:
● The issuance, activation, expiration, replacement, limits, and permitted usage of the card are subject entirely to the terms and conditions of the financial services provider;
● Any disputes, malfunctions, declined transactions, fraud investigations, chargebacks, or requests related to the card must be handled directly with the issuing provider;
● CCOIN does not control the card lifecycle, does not provide customer support on behalf of the issuer, and shall not be held liable for any card-related issues, losses, or regulatory obligations.
Whether a virtual or physical card is issued will depend on your eligibility, the policies of the financial services provider, and applicable law. You may be required to undergo identity verification (KYC) or meet additional criteria as imposed by the issuer before a card is made available.
2.7 FUNDS GUARANTEE AND DEPOSIT PROTECTION
Financial services providers, including banks, payment institutions, and e-money institutions, may be part of deposit guarantee or insurance schemes under the laws of their respective jurisdictions. The scope, coverage percentage (e.g., 70 %, 100 %), insured limits, eligibility rules, and payout procedures are established by the applicable deposit protection regime and the financial services provider’s compliance therewith.
By using CCOIN Services, you acknowledge that any deposit protection or guarantee covering your account is provided solely by the financial services provider and under the legal regime governing that provider.
2.8. FEES
Fees may apply when you add money to your account, initiate transactions, or use services offered by the financial services provider. These fees are determined and charged solely by the financial services provider, in accordance with its own pricing policies and terms.
You can review the applicable fees on the provider’s dedicated Fees page or through its published documentation. CCOIN does not set, determine, or modify these fees.
All fees are paid directly to the financial services provider. CCOIN does not collect or retain any portion of these fees and does not act as an intermediary in their calculation, collection, or distribution.
CCOIN maintains its own commercial arrangements with the financial services provider to facilitate the technical integration of services within the STRTALK app. These arrangements are independent of and unrelated to any fees you pay to the financial services provider. You will not be charged any additional platform fee by CCOIN for using the technical interface.
You are responsible for reviewing and understanding the fee schedule of your financial services provider, including any charges for deposits, withdrawals, card issuance, or other account services. CCOIN shall not be liable for any fees applied by the financial services provider or for any disputes arising from such charges.
2.9 DATA PROCESSING & PRIVACY

CCOIN does not access, store, or process user financial data. All financial data remains under the exclusive control of the respective financial services provider and is transmitted using secure protocols without being stored or retained by CCOIN.
Where identity verification (KYC) is required by a financial services provider, any user data is collected and transmitted solely on behalf of and under the responsibility of that provider. CCOIN acts strictly as a technical conduit in such cases and does not determine the purpose or means of processing.
Users should refer to the privacy policy of their financial services provider for full details regarding the collection, use, and storage of personal and financial information.
Unlike traditional financial service providers, CCOIN does not enrich, infer, or combine financial data for the purpose of credit scoring, personalization, or predictive modeling. All information presented via the STRTALK app is displayed in real time and remains in exclusive custody and control of the user and their selected financial institution.
2.10 THIRD-PARTY SERVICE INTEGRATIONS
The STRTALK app may contain links or provide technical access to services operated by third parties, including wallet providers, card issuers, or account aggregators. Use of such third-party services is at your own risk and subject to their respective terms and conditions.
CCOIN does not endorse, control, or assume liability for any third-party services or content accessed through integrations or APIs provided via the STRTALK app.
2.12 FRAUD MONITORING DISCLAIMER
While CCOIN implements technical safeguards to secure the data flow between your device and the financial institution, it does not actively monitor account behavior, detect suspicious activity, or prevent fraud.
Users are responsible for monitoring their accounts and reporting any unauthorized or suspicious activity directly to their financial services provider.
2.13 ACCOUNT TERMINATION OR SUSPENSION
CCOIN reserves the right to suspend or terminate access to its services where required by law, at the request of a financial institution, or in cases of suspected abuse of the system, including but not limited to violation of the Acceptable Use Policy, fraud, or unauthorized access.
Termination of access to CCOIN does not affect the status of the user’s financial account with the respective institution, which remains governed by its own terms.
3. ACCEPTABLE USE POLICY (AUP) FOR FINANCIAL INTERFACES
This Acceptable Use Policy (“AUP”) governs your use of the CCOIN Services and outlines prohibited conduct relating to the interaction with financial services providers through the STRTALK app. The purpose of this AUP is to preserve the integrity, security, and regulatory compliance of CCOIN as a technical service platform.
By accessing or using CCOIN Services, you agree to use them only for lawful purposes and in accordance with the terms set forth herein. Violations of this AUP may result in suspension or termination of your access to CCOIN Services.
You shall not, and shall not permit or assist any third party to act in any way that would have an negative impact against CCOIN, such as to:
● Attempt to access, retrieve, or manipulate financial data from any account that you are not legally authorized to control or view;
● Bypass or attempt to bypass authentication, encryption, or security mechanisms used to protect access to financial data or linked accounts;
● Use scraping tools, bots, automation scripts, or any other technique to extract data beyond what is displayed through normal user interaction;
● Use CCOIN Services in a manner that violates the terms and conditions of any financial services provider;
● Initiate or facilitate fraudulent access, transactions, or identity misrepresentation when linking accounts;
● Use the Services in a manner that violates applicable laws or regulations, including sanctions laws, anti-money laundering (AML) obligations, or export controls;
● Attempt to derive source code, design, or API protocols by reverse engineering CCOIN or connected infrastructure; or
● Disrupt or attempt to disrupt the normal operation of CCOIN Services, including through denial of service attacks or API abuse.
CCOIN reserves the right, in its sole discretion and without prior notice, to:
● Suspend or terminate your access to CCOIN Services if you violate this AUP;
● Restrict or block specific integrations or API access to protect system integrity;
● Report suspected illegal activity to the relevant financial institution or competent regulatory authority;
● Cooperate with law enforcement or regulators investigating a violation of law or regulation.
If you become aware of any misuse or abuse of CCOIN Services that may constitute a violation of this AUP, please report it immediately by contacting support@strtalk.net. Reports should include sufficient detail to enable a technical and legal assessment.
4. LIABILITY OF CCOIN
CCOIN acts exclusively as a technical service provider, offering an interface through which users may view and interact with financial account data retrieved from licensed financial services providers. CCOIN does not hold, manage, process, or execute payments, nor does it act as a financial institution, payment service provider, or custodian.
To the fullest extent permitted by applicable law, CCOIN shall not be held liable for any actions, inactions, errors, omissions, delays, disruptions, or security breaches attributable to financial services providers, including but not limited to:
● Inaccurate, outdated, or incomplete account data;
● Rejected or failed transactions;
● Account access restrictions or credential issues;
● Technical failures in the financial services infrastructure or APIs;
● Loss of funds, interest, or business opportunity caused by the performance or non-performance of a financial services provider.
All issues regarding the management, operation, and security of your financial account must be addressed directly with the financial services provider with which the account is held.
CCOIN disclaims all liability for limitations on access, use, or functionality arising from:
● Regulatory action or licensing restrictions placed on a financial institution;
● Jurisdictional access controls or service availability limits;
● Sanction regimes, anti-money laundering obligations, or Know Your Customer (KYC) requirements imposed by law or financial institutions.
Users are solely responsible for complying with the applicable terms and legal conditions of the financial services provider and for maintaining lawful use of the CCOIN Services in their jurisdiction.
CCOIN is not responsible for any loss of access to account data, unavailability of linked services, or failure to synchronize real-time account information caused by:
● Outdated or invalid credentials;
● Revoked user authorization;
● Interruptions in third-party API functionality;
● User device failure or security breach.
Users are solely responsible for maintaining up-to-date access credentials and ensuring the security of their own devices.
To the extent that liability cannot be fully excluded under applicable law, CCOIN’s total aggregate liability for any damages arising from or in connection with the use of CCOIN Services shall be limited to the maximum amount permitted by applicable law.
5. GOVERNING LAW AND JURISDICTION
This Chapter 2 of the Terms of Use, including any disputes arising from or relating to your use of the STRTALK app and the CCOIN Services, shall be governed by and construed in accordance with the laws of the Lao People's Democratic Republic (Lao PDR), without regard to its conflict of law principles.
Any dispute, controversy, or claim arising out of or in connection with these Terms, including any question regarding their existence, validity, interpretation, or termination, shall be submitted to the exclusive jurisdiction of the competent courts of Lao PDR.
Nothing in this section shall deprive a user of the protection afforded by mandatory provisions of consumer protection law in the jurisdiction in which the user resides, to the extent such protections may not be lawfully waived.
6. NOTICES AND DISPUTES
If you believe that your access to CCOIN Services has been restricted, suspended, or terminated in error, or if you wish to raise a dispute concerning the technical services provided by CCOIN, you may contact us at: support@strtalk.net.
Please include sufficient detail to identify your user session and describe the issue. While we will make reasonable efforts to review your request, you acknowledge and agree that:
● CCOIN does not store any account data, credentials, or personally identifiable financial information, and therefore may be unable to verify, investigate, or restore your session history or service configuration;
● CCOIN cannot access or recover data or credentials stored by the financial services provider;
● All disputes concerning financial transactions, access to funds, KYC verification, or account limitations must be addressed directly with the respective financial services provider.
CCOIN shall not be liable for the acts, omissions, or policies of any financial services provider or for any dispute that falls outside the scope of the technical interface it provides.
If your inquiry relates to the availability or correctness of data retrieved from a linked account, we may be able to confirm whether CCOIN's secure connection to the financial services provider was functioning at the relevant time.
